Inclusions and Exclusions of the Support at Home Program
The Support at Home program (formerly known as Home Care Packages) is a government-subsidised initiative designed to help older Australians live independently in their own homes for as long as possible. Launching on 1 November 2025, the program replaces the current Home Care Package system and introduces a simpler, fairer, and more consistent model of in-home aged care.
Support at Home provides a range of services that align with an individual’s assessed needs and preferences. However, understanding what is included and excluded can be complex. This guide explains what you can expect under the new program, helping you make informed choices about your care options.
Understanding Support at Home
Under the Support at Home program, services are grouped into eight funding classifications, each reflecting different levels of care and support needs, from basic assistance through to complex, ongoing or clinical care.
The government subsidises most of the cost, while individuals contribute based on income and assets. The aim is to give older Australians more choice and transparency, with providers required to publish their prices and adhere to national price caps.
Inclusions in the Support at Home Program
Support at Home is flexible, allowing older Australians to receive services that best meet their assessed needs. Depending on your classification, you may be eligible for:
Personal Care
- Assistance with daily activities such as bathing, dressing, and grooming.
- Help with mobility and transferring (e.g., from bed to chair).
Domestic Assistance
- Housekeeping tasks like cleaning, laundry, and dishwashing.
- Gardening and home maintenance (minor repairs).
Meal Preparation
- Assistance with meal planning and preparation.
- Help with feeding if necessary.
Health and Well-being
- Nursing care, such as wound management and medication administration.
- Allied health services including physiotherapy, podiatry, and occupational therapy.
- Exercise programs to maintain or improve physical fitness.
Transport
- Assistance with transportation to medical appointments, social activities, or shopping
Social Support
- Companionship and assistance with participating in social activities.
- Support with hobbies, interests, and community engagement.
Home Modifications
- Installation of safety aids such as grab rails, ramps, and bathroom modifications to enhance safety and accessibility.
Assistive Technology
- Assistive technology or mobility aids prescribed to improve independence.
Respite Care
- Short-term care arrangements to provide the primary carer with a break.
Exclusions in the Support at Home Program
While Support at Home provides a wide range of assistance, there are limits to ensure funding is used for genuine care needs. Exclusions are similar to those that applied under the Home Care Package program and include:
Medical and Health Costs
- Hospital, GP, or specialist fees covered by Medicare or private health insurance.
- Prescription medicines, over-the-counter drugs, or vitamins.
General Living Costs
- Everyday household expenses such as rent, mortgage payments, home insurance, rates, and utility bills.
Food and Groceries
- Routine grocery shopping costs and meals, except for those specifically related to the preparation and assistance services outlined in the inclusions.
Luxury or Lifestyle Items
- Costs for non-essential, luxury items such as entertainment devices, vacations, or club memberships.
Gambling, Alcohol and Tobacco
- Any expenses related to gambling activities or the purchase of alcohol or tobacco.
Major Home Renovations
- Large-scale home renovations or upgrades not directly related to improving safety, accessibility, or mobility.
Private Services
- Services that can be accessed for free through other government programs (e.g., public hospital services).
- Duplicate services if the client already receives similar services through another funding program.
Personal Loans and Debts
- Payments towards personal loans, credit card debts, or other personal financial liabilities.

To maximise the benefits of your Support at Home package, it’s important to work closely with your approved provider to create a care plan that reflects your goals and priorities.

Work with your provider and assessor to clearly identify what kind of help you need, from personal care to home safety improvements.

Develop a plan that lists your approved services and outlines how they’ll help you stay independent.
Manage Your Budget Wisely
Keep track of your quarterly funding and spending. Prioritise essential services that directly support your health, safety, and independence.
Review Regularly
Your needs may change over time. Review your plan regularly with your provider to make sure it continues to meet your situation.
